To get this, you must complete the D1 application form, you can get this from the Post office or the DVLA form ordering service. However, the easiest way is to apply online at www.direct.gov.uk. It takes approximately 4 weeks for the application to come through, so if you intend to start driving as soon as you hit 17, you need to apply in plenty of time.
